In the spring of 2004, a group of renowned Hmong veterans from the U.S.-led Secret War in Laos, a part of the Vietnam military conflict in Southeast Asia, met with General Vang Pao in Minnesota to discuss ways to assist the needs of their comrades here in the states. The group agreed to form the organization, Special Guerrilla Units (SGU) Veterans and Families of USA, Inc., to serve this purpose. The group assigned Lt. Colonel George Gao Moua, , and few others to carry the mission.
In July of 2004, SGU was officially registered as a non-profit organization in the State of Minnesota. With the support from General Vang Pao, the first Board of Directors appointed to manage-and-operate the organization for its first two-year term were: Lt. Colonel Moua as Chair; Lt. Colonel Za Blong Thao as Vice-Chair; Mr. Xang Vang; Capt. Xai Nou Vang; Mr. Xai Chou Xiong; and with additional Board advisors and members.
